Don't fall back to Tool Bar as accessible name for toolbars
There is really no need to force an accessible name on the toolbar The fact that it is a toolbar is already given by the accessible role TOOL_BAR. By giving it the name Tool Bar will make some screen readers read Toolbar toolbar and then whatever control is in focus.
