vcl: PrinterInfoManager no longer a singleton
private/tbsdy/printinfomgr
Let's just create the PrinterInfoManager via the SalData constructor.
There is no real need to lazy-load this, so the singleton is sort of
pointless. This allows more RAII-type behaviour.
