avoid Skia floating point position fixups for rectangles (tdf#137329)
Avoid to toSkX()/toSkY() tweaks for rectangular areas, so with AA
enabled it leads to fuzzy edges, and rectangles should line up
perfectly with all pixels even without tweaks.
