Translate German comments/debug strings (leftovers in dirs vbahelper and vcl)
Translates leftovers found using a custom regex.
Additionally:
- Translated the "SGV Fonts for StarView" INI file parameter group
in vcl/source/filter/sgf.ini and .../sgvtext.cxx
