Group per-locale functions instead by type
... and also sort them.
Gets rid of a lot of #ifdef cpp macro lines.
Also unifies the macros as "MACRO( id )" for easier readability.
Additionally drops the "// add here new services !!" comment at
the end of the transliteration instance list, as items were added
all other the place in various patches.
