Add back xsltproc --path arguments
...that 1f82c0a46529ee056e99fd7031b5d569de522359 "gbuild: kill
gb_XcsTarget_get_outdir_target" had disposed of, to avoid "failed to load
external entity" warnings when .xcs/.xcu files reference DTDs in
officecfg/registry/.
