Revert "Remove unused basegfx::tools::containsOnlyHorizontalAndVerticalEdges"
Is used in vcl/win/source/gdi/salgdi.cxx.
This reverts commit 34fa29ed4c0fa73d3e07e62cb6ca2577ee115b35.
