correct doxygen syntax
rename two functions according to 2a3678c713a88f43867aead48f320d1d301bcab1:
* rtl_getCommandArg -> rtl_getAppCommandArg
* rtl_getCommandArgCount -> rtl_getAppCommandArgCount
