vcl: move access functions into appropriate bitmap access files
Split class functions into BitmapInfoAccess.cxx, BitmapReadAccess.cxx
and BitmapWriteAccess.cxx
Split header files into BitmapInfoAccess.hxx and BitmapReadAccess.hxx
