GSoC notebookbar: switching tabs depending on context

+ sfx2::sidebar::EnumContext moved to the vcl module
+ TabPage contains vector with context values
+ vcl builder reads control's contexts from the "class" mark
+ ContextTabControl shows tabs depending on context
