i121945 - WebDAV ucp: return StringPair instead of NamedValue
Make css::ucb::XWebDAVCommandEnvironment::getUserRequestHeaders() return
a sequence of css::beans::StringPair; this avoids all the any overhead,
and is much more simple and intuitive.
