FullTextEncodingDataSingleton must not call itself recursively.
Happened on non-standard locales (like hu_HU on Linux) when osl_loadModuleRelative
wanted to access non-standard text encodings.
For Windows, the fix is still only a "TODO: FIXME" dummy.
