Remove the Excel 4.0/95/97 detection bits from ScFilterDetect.
We still need to leave the MS Excel 4.0 filter name there as it's
used for Excel 1.0/2.0/3.0 file formats. In the future we might move
these to ScExcelBiffDetect as well...
