tdf#39468 Translate German comments

Translate German comments and terms in UnoControls/, editeng/, filter/,
odk/, reportdesign/, sd/, sfx2/, starmath/, svl/, svtools/, toolkit/,
tools/, writerfilter/, and xmloff/.
