android: Update dependencies to current versions

This requires the Gradle update from
Change-Id Ia982d72d877e229c3006c6d528b830d16c88481f
"android: Update Android Gradle Plugin to 7.1.3"
as a prerequisite, since the build would otherwise fail
with

> > Task :desugarStrippedUIDebugFileDependencies FAILED
> D8: Method name '$private$<clinit>' in class
> 'com.sun.star.frame.XMenuBarMergingAcceptor$-CC' cannot be represented
> in dex format.
>
> FAILURE: Build failed with an exception.

after updating only the dependencies.
