introduce SwFrameFormat::IsVisible()

- as a replacement for RES_CONTENT_VISIBLE
- broadly: if a FrameFormat has at least one Frame, it is visible
- however, sections are special and need to recurse into their childs
- SwFlyFrameFormat::GetInfo then does not need to override anymore
