tdf#130857 qt weld: Add QtInstanceTreeView skeleton

Add a new QtInstanceTreeView class that is the
weld::TreeView implementation using a native
Qt widget. It uses a QTreeView.

Initially, all methods trigger an assert;
the actual logic still needs to be implemented
in future commits.

Let QtBuilder handle "GtkTreeView" objects by
creating a QTreeView.

Let QtInstanceBuilder::weld_treeview return
an instance of the new class.
