Reorganize OutputDevice hatch functions
Grouped hatch functions in outdev.hxx. Renamed ImplDrawHatch to DrawHatch
(allow C++ overloading to work out which to use), and renamed
ImplCalcHatchValues to CalcHatchValues and ImplDrawHatchLine to
DrawHatchLIne.
