With JDK upgrade to 1.7.x focus gain/lost events were dropped and thus not discoverable by AT tools. The problem has nothing to do with different packaging of JAB (2.0.3 is included with JDK 1.7u6 and higher). Moved portions from module i18npool, all of former i18nisolang1 library that now is i18nlangtag. Included are languagetag, isolang and mslangid. This i18nlangtag code is now even used by module comphelper, so disentangling i18npool and making this an own module was needed to not create circular module dependencies. The a11y API has never really been picked up by tools vendors, let's not tie ourselves up here for no good reason. This unpublishes all css::accessibility, and dependend API.
