This adds a convenience method to B2DPolygon to add a quadratic bezier segment, which converts its one control point to two control points of a cubic bezier segment. The SVG path import is also modified to use this new method instead of converting inside the importer itself. Also make the functions constexpr. Due to slight changes in floating-point arithmetics (90.0 instead of 180.0, M_PI2 instead of M_PI resp.), results might differ in last digits (usually 17th decimal digit). This has lead to need to tweak char2dump's PieChartTest unit test. rtl/string.hxx and rtl/ustring.hxx both unnecessarily #include <sal/log.hxx> (and don't make use of it themselves), but many other files happen to depend on it. This is a continuation of commit 6ff2d84ade299cb3d14d4110e4cf1a4b8070c030 to be able to remove those unneeded includes. ...which (in LIBO_INTERNAL_ONLY) for Clang expands to [[clang::fallthrough]] in preparation of enabling -Wimplicit-fallthrough. (This is only relevant for C++11, as neither C nor old C++ has a way to annotate intended fallthroughs.) Could use BOOST_FALLTHROUGH instead of introducing our own SAL_FALLTHROUGH, but that would require adding back in dependencies on boost_headers to many libraries where we carefully removed any remaining Boost dependencies only recently. (At least make SAL_FALLTHROUGH strictly LIBO_INTERNAL_ONLY, so its future evolution will not have any impact on the stable URE interface.) If used at all, lcl_ is supposed to be used for static functions truly local to one source files. The functions here occur in several source files (well, two, the one where they are defined and one other) so they are not "local" in that sense. (But they could be local in the one file that uses them...) Also, they are already in a basegfx::internal namespace.
