LTO should now work properly at least on these platforms, and it's
a couple percent better performance at the cost of build time.

Because developers (especially new ones) don't need this, or the
extra dependencies it tends to trigger
Update distro and jenkins configs so that the ones that were building
ODK before, are still building it after this.

This is just tested with a cross-build including Java:
--with-distro-config=LibreOfficeWinArm64 \
--with-build-platform-configure-options="\
--with-jdk-home=C:/PROGRA~1/Java/JDK-14~1.1" \
--with-jdk-home=/cygdrive/c/lode/jdk-16-ea+25-windows-aarch64
