Moved portions from module i18npool, all of former i18nisolang1 library that now is i18nlangtag. Included are languagetag, isolang and mslangid. This i18nlangtag code is now even used by module comphelper, so disentangling i18npool and making this an own module was needed to not create circular module dependencies. Language of the installer and language of the installed help files are two separate things. It was not good that they were handled in the same array. Now all help packs has English + localized installer. Only en.US help pack isntalls en-US help. Also, maintaning the list of languages, that are not supported by Windows, is pointless. What Windows? Now we build only what we really need for 'build' platform - there is new build-tools make target. The list of tools is in solenv/gbuild/extensions/pre_BuildTools.mk.
