Now we build only what we really need for 'build' platform - there is new build-tools make target. The list of tools is in solenv/gbuild/extensions/pre_BuildTools.mk. ExternalProject usually involve a configure and a make step that produce a bunch of output usually irrelevant including a large number of warning and other mess. now that everything is pretty much in tail_build these output get interleaved with useful output from the build of the product and actually drown them in a logorrhea of messy noise. This store the output of external modules in a log file and only print them as a whole if the module failed do build. on a non-verbose build. This reverts commit 9b60017d351858781aadc2566660a25e9784ef4a, which caused build failures [build PAT] icu_data /bin/sh: line 0: cd: C:/lo/core/workdir/wntmsci13.pro/UnpackedTarball/icu_data: No such file or directory presumably because icu/UnpackedTarball_icu.mk explicitly references $(call gb_UnpackedTarball_get_target,icu_data).

We need to pass the location of the icu build root for the BUILD platform with the --with-cross-build option when configuring icu for cross-compilation (to the HOST platform). I.e. we always need to build it for the BUILD platform. Surely this could be done in a more elegant way, but I got lost in the mess, and just hacked it in the cross-toolset rule in Makefile.in. We might eventually want to use Mike Hommey's "faulty.lib" dynamic linker (developed for Firefox on Android) to get around the Android system dynamic linker's silly limitations. It does not like DT_RPATH. (The Android system dynamic linker just ignores those.) So no point putting RPATH into the ICU libs for Android. Note that the faulty.lib linker is not usable currently because it doesn't like the text relocations that the NDK r8 toolchain generates for some reason. Sigh.
