GetListFormat DEPENDS on having managed prefix/suffix itself,
since it uses their getLength to modify the sListFormat.
So any modification via SetPrefix/Suffix
(potentially) invalidates the ListFormat.
I added some code to ensure this doesn't get out of sync.
One place that still uses PREFIX/SUFFIX is old ODT files.
After import they are updated, but during import they use
the old UNO properties, so I didn't add any assert here.

When Chapter field with format "Chapter number and name" is used
it does not insert any delimiter between number and name. Best is
to use outline/list property LabelFollowBy.
But since it is done inside field we are limited with supported
characters, so practically only space and nothing are correctly
supported. Tab and newline are replaced by space.

If LO is using list format strings (this is default behavior since
aa5c6d12) it was not able to show just numbering without all formatting,
as it used in some fields.

Instead of style:num-prefix and style:num-suffix new list format
is much more flexible for storing list multilevel numberings.
Now it is possible to have not just prefix/suffix but any random
separators between levels, arbitrary levels order, etc.
Internal LO format for list format is changed: instead of placeholders
like %1, %2, etc we right now use %1%, %2%... Reason: for ODT documents,
having more than 9 levels there is ambiguity in "%10": it is "%1"
followed by "0" suffix, or "%10"?
Aux changes:
* removed zero width space hack: since format string is always defined
this hack is interfering with standard list numbers printing
(see changes in ooxmlexport14.cxx, ww8export3.cxx tests)
* changed cross-references values to lists: they are now including full
list label string: previously this was bit self-contradictory (see
changes in odfexport.cxx and check_cross_references.py tests)

Since LO 6.4.5, primarily for DOCX support, numbering can
have a custom format that ignores the suffix, prefix etc.
Well, the UI has no way to see or edit that. So allow the
UI to throw that away and go back to the normal
prefix/subLevels/suffix model.

We need to distunguish when we have list format string, but it
is empty (no level text will be diplayed) or it does not exist
at all, so we need to fallback to old prefix-suffix syntax.

Multilevel lists are more flexible in case of DOCX. There is
supported custom format for any level in DOCX unlike in LO
and ODT where we are limited only with prefix and suffix
for hardcoded list levels separated by dot. At the same time
DOCX can have lists not only "1.2.3.4", but "1/2/3/4" or even
"1!2>3)4" and such format can vary on each list level.
Here is basic implementation for list format as a core feature
for all documents and old way (prefix-suffix + ".") is left
as fallback.
Practically its usage is currently implemented only in DOCX
import/export.
Some RTF/OOXML unittests were redesigned: since we are not creating
prefix/suffix for these formats conditions should be checked in
a different way.

(1) Migrated all still existing binary load/save stuff
in SfxPoolItem to legacy files. Isolated from Item
implementations. Adapted all usages. No more methods
Create/Store needed, also GetVersion removed
(2) Removed operator= for SfxPoolItem. Adapted all
usages. Goal ist to handle Items more as Objects
('Object-Oriented') in the sense to move/handle
instances, not to copy one instance over another one
(which is more and more problematic with hard to copy
content as UNO API stuff or similar). This lead to
much more usages of std::shared_ptr which correlates
well with future plans fr Items (see dev branch).
Next logic step will be to also remove copy constructor
Linux build and corrections done
Fixed Writer test and removed unused defines
Fixed another unused m,acro
Started to unify the AutoFormat stuff
Changes to OUString constructor usages, tests completely
No idea why, but SfxStringItem constructor which
takes a OUString& now insists of not getting ::OUString's
handed in - changed all 'SfxStringItem.*OUString.*".*"'
accordingly

...as is seen when executing CppunitTest_sd_filters_test with Clang's new
-fsanitize=implicit-conversion (see below). The next larger natural choice
after short is sal_Int32, and some of the code calling GetAbsLSpace actually
already supported the value to be as wide (but not wider than) sal_Int32; code
calling GetAbsLSpace that expected the value to be no wider than short has
either been adapted or at least been marked with a TODO. (Other choices could
have been sal_Int64 or long.)
Some dependent function's parameter types have also been changed accordingly.

Add a constraint for bullet relative size to avoid too small
bullets which are hardly recognizable. Use the same 25% lower
limit what MSO uses.

Both of them are abstractions over the css::style::NumberingType
constants.
SvxNumType serves no useful purpose, since it's just a typedef to
sal_Int16.
At least SvxExtNumType wraps up the css::style::NumberingType constants
in a nice enum.
