And define USE_CRYPTO_* macros to select it in code. This way we
can get rid of all the HAVE_FEATURE_NSS and _WIN32 variations.
This also reverts 1f6b98f21495f0ecc5ded493cb3273da03852191.

| xargs perl -i -p0e 's/(\w+)\s*.\{.\s*namespace\s*(\w+)/\1::\2/smg;'
to do the initial replace, then compiled and fixed.

Need to incrementally migrate the remaining places (ODF, OOXML signing)
to CNG, then flip the default. SVL_CRYPTO_CNG=1 is needed till then.
(The testcase passes with and without the fix when SVL_CRYPTO_CNG is not
specified; it fails without the fix when SVL_CRYPTO_CNG is specified.)

Signing a generic byte-array can (and will be) used
by more than the existing PDF signing code, hence
the move into comphelper from vcl and ourside of
the PDF-specific logic.
