...and drop the SVX_DLLPUBLIC as all the functions are inline. (The class had
introduced as SVX_DLLPUBLIC with 1386c348f81738a9966d1217db89d1f603466317
"fdo#82616: set limits on spinboxes according to size of workarea", but for no
obvious reason. It now showed up among the "10 @@@ [that] ask for follow-up
clean up" at ff546a5dd35d6a31f01c70a9b995afc1f7b7389e "tdf#128302: Split
SVXCORE_DLLPUBLIC from SVX_DLLPUBLIC".)

New IWYU and recent developments in f-u-i helped to identify
some non self contained files, those were fixed too.
Found with bin/find-unneeded-includes
Only removal proposals are dealt with here.

'unnecessary *DLLPUBLIC declaration ...'". See (abandoned)
<https://gerrit.libreoffice.org/#/c/42983/> "loplugin:dllmacro: Handle implicit
member functions" how this would have needed to be extended to give consistent
results across Linux and macOS, but then would have started to remove DLLPUBLIC
from entities that apparently need to at least have default type visibility on
macOS and started to make tests fail.

Do it the same way as position'n'size dialog does, for that matter
move shared code into a separate header/class.
This fixes regression from .ui migration that omitted spinbox limits
