Step5: Move the view-dependent decomposition from
BorderLinePrimitive2D to SdrFrameBorderPrimitive2D.
It is now possible to use discrete sizes before the
line and edge matching is done what will look much
better. When it was done at BorderLinePrimitive2D
and the matching was already done, that match was
'displaced' with the adapted forced scale to discrete
units.
The space and size used when zooming out for a single
discrete unit (pixel) can heavily vary - it just covers
a much larger logical area than the 'real' line/poly
would do. All this needs to be handled (also for bound
ranges) and can only be in a good way using primitives.
Adapted to no longer do view-dependent changes in
BorderLinePrimitive2D. Adapted to do these now at
SdrFrameBorderPrimitive2D. Currently used to force
the existing border partial lines (up to three) to
not get taller than one logical unit.
Adapted to no longer switch off AntiAliased rendering
in VclPixelProcessor2D for processBorderLinePrimitive2D,
this is problematic with various renderers on various
systems (e.g. vcl still falls back to render multiple
one-pixel-lines when taller than 3.5 pixels which looks
horrible combined with other parts like filled polygons)
All this needs fine balancing on
- all systems
- all renderers
- all apps (which all have their own table implementation)
- all render targets (pixel/PDF/print/slideshow/...)
Done as thorough as possible, but may need additional
finetuning. May also be a motivation to move away from
vcl and implement these urgetly needed system-dependent
primitive renderers...
Adapted UnitTest testDoublePixelProcessing with the needed
comments.

check functionality
Step3: Re-implement mergre of BorderLinePrimitive2D
during decomposition of SdrFrameBorderPrimitive2D
to keep the number of primitives low from the start,
make merge optional (not urgently needed)
Step4: Migrate and isolate all helper methods
and classes involved in geometry creation of border
lines to the implementation (.cxx) of the new
primitive

Originally I thought mpPDFWriter can be used to create PDF from
any OutputDevice, but it's actually just set for the internal
VirtualDevice of the PDF writer.
So this gets rid of all the special mpPDFWriter and GetPDFWriter()
handling and replaces it with checks for OUTDEV_PDF. But since
ImplPDFWriter used to be a OUTDEV_VIRDEV, this also introduces
OutputDevice::IsVirtual(), which now replaces most of the direct
OUTDEV_VIRDEV checks.

The method SetStandardLayer() is only used once, in method
SdrLayerAdmin::NewStandardLayer(). This method is only used once, in
OReportDefinition::init(). The difference between a layer 'Standard'
and other layers is only in mbUserDefinedLayer. But this difference is
no where evaluated. Therefore an ordinary layer is sufficient. The
layer name is neither stored nor used in the UI, thus translation is
not needed. A layer name must be set, but in this case it is not
used in code, thus handle it same as for layer 'back'.

ScXMLCachedRowAttrAccess::Cache
which was never setting its mnTab field, and hence would never
be hit.
And fix oox::xls::CellBlockBuffer, which was never setting mnCurrRow.

Minimize column width: Adjusts the width of the selected columns
to fit the selected content. The table can shrink if necessary,
but will not grow.
(Previously no way to minimize columns. Since
minimizing really can mess up merged cells, enhance my
new calcPreferredColumnWidth function.)
Minimize row height: Adjusts the height of the selected rows
to fit the content, causing the table to shrink.
(The new optimize action functioned as minimize. So this change
tweaks optimize so that it does not reduce the table size. A
followup commit will make it distribute based on largest
minimized row (still without reducing table size), and change
distributed rows to work the way the document states - based
on the largest row.

A followup commit will modify the optimize functions,
which currently function as a minimize, so lets make
sure that the ability to minimize is still available.
Minimize column width: Adjusts the width of the
selected columns to fit the selected content.
The table can shrink if necessary, but will not grow.
(This is how Optimize column width worked in LO <= 6.1.)
Minimize row height: Adjusts the height of the
selected rows to fit the content, causing the table to shrink.
(This is how Optimize row height worked in LO <= 6.1.)

In number formatter dialog:
Some locales may define duplicated formats, specifically date
formats, for all builtin formats <50 must be present and default
formats may be equal to other formats. Try to suppress duplicated
formats, preferring those that are essential (i.e. used as
current, default or edit formats). This is done only per category,
not in the All category.
Example is [en-ZA] English (South Africa) that now has ISO 8601
also as default date+time format, though there only the date+time
format is suppressed because for date we want to keep both the
locale's default and the fixed ISO format pickable.
The All category still listed the since long deprecated old
currency formats including the worrying CCC format that follows
the current default currency. Eliminate that crap, unless one
matches the current format.
Also, additional formats defined in locale data and user defined
formats were never listed in the All category, do that.

This mostly affects explicitly defaulted functions that had recently been user-
declared to silence new GCC trunk -Wdeprecated-copy. It is not entirely clear
to me what the best approach is overall, see my mail

only", but lets just explicitly delete those functions for now.
