	Without that, the system's time zone was used which on DST transition dates leads to non-existent times when switching to/from DST. As the calendar use and number parser/formatter nor conversions or calculations are time zone aware, using not DST afflicted UTC is the better choice. 	Certain parts of the code need to work with Unix time (seconds from epoch--Jan 01, 1970). This helper is currently intended to be used by the crypto signing logic, but should be adopted elsewhere to eliminate unnecessary conversions via string and other intermediatary forms.
