Somehow you can have autoStyles writing into the styles.xml.
Well, the code to prevent duplicates for that needs to exist
for autoStyles written into document.xml as well.

Look for const string fields which can be static, and
mostly convert them to OUStringLiteral
And add a getLength() method to OUStringLiteral to make
the transition easier.
Remove dead code in XclExpRoot::GenerateDefaultEncryptionData,
default password is never empty.

This should be less fragile and re-uses some xmloff and unocore code.
Storing from ~SwBaseNumRules() does not work because other gobals that
the export code relies on are already dead at the time it is called from
a terminate() listener, so store when the dialog updates a format.
