Not sure if there is a better fix that would guarantee that mxTerminateListener
can never be non-null in ~TransferableHelper. (It is cleared in
TransferableHelper::lostOwnership, so maybe a call to that is missing somewhere,
or there is a race here?)

workaround by reordering so scrolling window is torn down after the menubutton

Make private GetValueByPos which is only used in svl/source/items/aeitem.cxx
Remove "RemoveValue" method which is only used in InsertValue( sal_uInt16 nValue, const OUString &rValue )
It allows to call once "GetPosByValue" and the assert is useless since we're in the case:
"else if ( nPos != USHRT_MAX )"
I think we can more optimize by replacing vector by another container for pValues (type "SfxAllEnumValueArr").
Indeed, we insert and remove a lot in pValues in a specific position. Vector is not the best container for this
There's also still the part "//FIXME: Optimisation: use binary search or SortArray" in GetPosByValue_ method

- in soffice.ini (sofficerc) the entry "CrashDumpEnable" default is "true"
- when false then the Dump.ini and the dump-file are not written
- when the switch --disable-crashdump is set, then the
switch "CrashDumpEnable" set to "false"
- when the entry "CrashDumpEnable" is missing, in this case is the
default true, too
- the checkbox under Options-General "Send crash reports to ..."
is deactive and shows off (only view, not change the config)
- when set the environment variable "CRASH_DUMP_ENABLE" to any char
then the switch "CrashDumpEnable=false" are overrules with true
and the Dump.ini and dump-file are write

"support O(U)String::number() for fast string concatenation", as discussed in
the comments of that Gerrit change, now that
89bb0b0dcd8dc4656d0047cd10702d1c471c0fa1 "Deduplicate O(U)StringNumber
definitions; add toAsciiUpperCase" paved the way.
For consistency, also add conversion from rtl::OUStringNumber to
std::u16string_view, even if that remains unused as of now.
