This reverts commit 8b561c0012546aabbaff33b32a79833997aa8902. There are legitimate cases for osl_loadModule to fail (like when UNO only resorts to indirect bridging via binary UNO once it has not found a direct bridge implementation), so this adds too much noise. (Rather add SAL_WARNs to those places up the call stack where it is known to be an error, and/or enable +INFO.sal.osl.)

I think it is useful to use SAL_FINAL mainly as a documentation aid, to make it clear to a code reader when a class is not expected to be derived from, and when a virtual function is not expected to be overridden in a derived class. Moved portions from module i18npool, all of former i18nisolang1 library that now is i18nlangtag. Included are languagetag, isolang and mslangid. This i18nlangtag code is now even used by module comphelper, so disentangling i18npool and making this an own module was needed to not create circular module dependencies.
