This fixes 2 issues with VBA copy-paste:
- VBA command Range(..).Copy issue where the range wasn't selected
when copying and the copied cells were from the previous selection.
The Copy command now does the same selection as the Cut command.
- VBA PasteSpecial issue where the wrong view was used to get the
clip document.
- VBA Workbooks.Add issue where the new workbook wasn't activated
after it was created, which causes an issue when running tests, but
not when running in LO application. The Add command does now the same
as the Workbooks.Open command.
All the issues are supported by new test cases.

This builds on top of commit 1e3263a677b61c718d0fd1be15c066b933f7de18
(XLSX export: handle button form controls, 2021-07-01).
The binary XLS export already had code to turn Calc macro names into
Excel ones, reuse that for XLSX purposes.
Also fix the unwanted named range on export,
oox::xls::FormulaParser::importMacroName() mentions how XLSX doesn't
have matching named ranges for vba macros (while XLS has), mirror this
on the export side as well.

This allows to correctly store and read Unicode strings used in
password-protected libraries. The additional data stored after all
legacy data of the stringpool record (after a magic number to mark
its presence), and so is invisible for older versions of program:
this allows to keep the version of data and backward compatibility.
Of course, older versions will only see legacy data, with broken
Unicode strings; and password-protected libraries edited and saved
in older versions will not contain Unicode data.
read_uInt16s_ToOUString and write_uInt16s_FromOUString are used
for correct handling of UTF-16 strings on LE/BE systems.

And make it simple to disable the whole feature by setting
gb_DISABLE_PCH_REUSE=1, just in case.
Also work around a possible BOOST_ALL_NO_LIB mismatch when
using the common PCH.

This is preparing to change how GraphicManager works where it
won't base itself around GraphicObject anymore but Graphic. No
functional or cosmetic change was made to the classes, only
changes that were needed because of the move and rename.
The only thing that wasn't moved is the GraphicRenderer as it
is not needed in vcl for now (but makes sense to move it in the
future to keep graphic stuff together).
grfmgr was renamed to GraphicObject as the GraphicManager will be
changed a lot and most likely moved out, so the name grfmgr won't
make any sense anymore.
All the UNO implementations were renamed with a prefix Uno and
used the same name as the class name. This is made to be more
specific which are the Uno objects (for example graphic.cxx
contained the implementation of XGraphic, which is similar to
graph.cxx contains Graphic).

The sc_subsequent_filters_test was failing because of a lock file
because it did not use the unittest configuration.
Refactor gb_CppunitTest_use_configuration so it uses both the instdir
and unittest configuration to prevent such errors.
In case there ever is a test that does not work with the unittest
configuration it should call gb_CppunitTest_use_instdir_configuration.

This required some changes to the framework:
* Init-/DeInitVCL is no longer done per individual test in BootstrapFixture, but
once per CppunitTest invocation in a new vclbootstrapprotector (similarly to
the exisiting unobootstrapprotector). CppunitTests that need VCL now need to
declare gb_CppunitTest_use_vcl.
* For things to work properly, the UNO component context needs to be disposed
from within DeInitVCL (cf. Desktop's Application::DeInit called from
DeInitVCL). The easiest solution was to introduce an
Application::setDeInitHook (where the hook is called from DeInitVCL)
specifically for vclbootstrapprotector to call.
* PythonTests don't (yet) call DeInitVCL; they still hook into
BootstrapFixture's original test_init functionality (to call InitVCL), and do
not make use of the vclbootstrapprotector.

Moved portions from module i18npool, all of former i18nisolang1 library
that now is i18nlangtag. Included are languagetag, isolang and mslangid.
This i18nlangtag code is now even used by module comphelper, so
disentangling i18npool and making this an own module was needed to not
create circular module dependencies.

Note: some of the test documents have some tests disabled in order to run
without errors, these are identified by the following lines
Rem [#FIXME disabled 3.6 ] in the macro source.
note: some of these errors are expected and were always happening, some
errors e.g. those pastespecial specific ones in
qa/unit/data/xls/TestCalc_Rangetest2.xls
seem to be to do with problems with the test harness.
note: there are some others ( e.g. in Window.xls & windows2.xls ) that seem
to be related to hard sizes and screen resolution ( these should be adjusted
sensibly )

In calc, we see a lot of implementations of createFileURL. So get ride
of all it and start to use the UnoAPitest::createFileURL method.
Also, clean the UnoApiRest::createFileURL method, fix the path from UnoApiTest and
moved some testing files to the right dir that the file belongs.

Naming convention for gbuild methods:
- "add" is used for stuff that is logically a part of the target
(i.e. not registered at the Module, but defined in the target's makefile)
- "use" is used for stuff that is logically a different target
(i.e. it is registered at the Module, has it's own makefile, may be
in a different module than the target)
