<http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2019/p1423r3.html> "char8_t
backward compatibility remediation", as implemented now by <https://gcc.gnu.org/
git/?p=gcc.git;a=commit;h=0c5b35933e5b150df0ab487efb2f11ef5685f713> "libstdc++:
P1423R3 char8_t remediation (2/4)" for -std=c++2a, deletes operator << overloads
that would print an integer rather than a (presumably expected) character.

It started out as a wrapper around character literals, but has by now become a
wrapper around arbitrary single characters. Besides updating the documentation,
this change is a mechanical

... for an alternative style of vectors.
They are vec/widevec analogs but with COMBINING RIGHT HARPOON ABOVE
(U+20D1). The new attribute names are deliberately long in order to
make fewer accidental collisions with variable names in formulae of
exising documents.
This also adds a glyph uni20D1 to OpenSymbol.

rtl/string.hxx and rtl/ustring.hxx both unnecessarily #include <sal/log.hxx> (and don't make use of it themselves), but many other files happen to depend on it.
This is a continuation of commit 6ff2d84ade299cb3d14d4110e4cf1a4b8070c030 to be able to remove those unneeded includes.
This commit adds missing headers to every file found by:
grep -FwL sal/log.hxx $(git grep -Elw 'SAL_INFO|SAL_INFO_IF|SAL_WARN|SAL_WARN_IF|SAL_DETAIL_LOG_STREAM|SAL_WHERE|SAL_STREAM|SAL_DEBUG')
to directories from sfx2 to starmath

The drawback of the argument no longer being a compile-time constant is remedied
by making the ctor constexpr.

The meaning should not be exactly the same, but it looks like there's
no better way to express this (or rather quoting means both).

the intent of this header has canged over time. now it is already
systematically included with ustring.hxx and the operator overload it
provide fit nicely there...
Just to be safe, since that include as been added to the api during the
3.5 timeframe and therefore is already in 'production'
the header remain and simply attempt to include ustring.hxx
but a warning is issued indicating that this header should not be used
anymore... in a couple of major release we will thenr emove it completely
All internal users of that header are converted.

Technically these two are both const char[8], so gcc/clang keep
the resulting type the same, but msvc always converts to const char*,
even if the same sizes mean this is not required.
