use more string_view in stoc
<sberg> This is another case of a potential pessimization, for no
gain: The passed in schemeSpecificPart will always be an
OUString, and path may be a view of its full content
(if there is neither authority nor query part).

...after 074790ad6f4e02e7aed3f9c954f0b4005b40fa21 "remove some locking from
UriReference" (and its follow-up 0f44815ce7b2925189cd603853ce55d8363549dd
"loplugin:constmethods"): The m_path member is modified by
UrlReference::setName in
stoc/source/uriproc/UriSchemeParser_vndDOTsunDOTstarDOTscript.cxx. Also make
the non-mutated members (for which locking is thus indeed not needed) private
for now. (The original intention was that there can be further parsers for
other URI schemes, which might need to modify further UriReference members. If
such further parsers are ever implemented, the relevant members can be made
public again, and the locking be restored where necessary.)

O[U]StringView had an odd mixture of uses. For one, it was used like
std::[u16]string_view, for which directly using the latter std types is clearly
the better alternative. For another, it was used in concatenation sequences,
when neither of the two leading terms were of our rtl string-related types.
For that second use case introduce O[U]String::Concat (as std::[u16]string_view
can obviously not be used, those not being one of our rtl string-related types).
Also, O[U]StringLiteral is occasionally used for this, but the planned changes
outlined in the 33ecd0d5c4fff9511a8436513936a3f7044a775a "Change OUStringLiteral
from char[] to char16_t[]" commit message will make that no longer work, so
O[U]String::Concat will be the preferred solution in such use cases going
forward, too.
O[U]StringView was also occasionally used to include O[U]StringBuffer values in
concatenation sequences, for which a more obvious alternative is to make
O[U]StringBuffer participate directly in the ToStringHelper/O[U]StringConcat
machinery.

...which obsoleted RFC 2396. Notable changes are that the distinction between
hierarchical and opaque URIs has been dropped, and that the relative URI
resolution specification has been made more rigid.
As a consequence, various features of css.uri entities have changed:
* XUriReference.isHierarchical is obsolete and deprecated.
* The behavior of XUriReference.hasAuthority, XUriReference.getAuthority,
XUriReference.getPath, XUriReference.hasRelativePath,
XUriReference.getPathSegmentCount, XUriReference.getPathSegment,
XUriReference.hasQuery, and XUriReference.getQuery has been made consistent
for all URIs, no matter whether they were considered hierarchical or opaque in
the past.
* The behavior of XUriReferenceFactory.makeAbsolute and
XUriReferenceFactory.makeRelative has been changed to match the RFC 3986
reference resolution specification. The XUriReferenceFactory.makeAbsolulte
parameter processSpecialBaseSegments has been renamed to
processAdditionalSpecialSegments, as per the updated specification it now
controls treatment of special segments in the given uriReference, in addition
to special segments in the given baseUriReference. (Renaming UNOIDL interface
method parameters is technically an incompatible change, but the benefits of
improved clarity presumably outweigh any potential drawbacks in this case.)
The implementation in stoc has been adapted, and various call sites have been
adapted to the deprecated XUriReference.isHierarchical semantics.

There are apparently various places that want to check for a Unicode scalar
value rather than for a Unicode code point. Changed those uses of
rtl::isUnicodeCodePoint where that was obvious. (For changing
svtools/source/svrtf/svparser.cxx see 8e0fb74dc01927b60d8b868548ef8fe1d7a80ce3
"Revert 'svtools: HTML import: don't put lone surrogates in OUString'".) Other
uses of rtl::isUnicodeCodePoint might also want to use rtl::isUnicodeScalarValue
instead.
As a side effect, this change also introduces rtl::isSurrogate, which is useful
in a few places as well.

"Dynamic Exception Specifications" for details.
Most changes have been done automatically by the rewriting loplugin:dynexcspec
(after enabling the rewriting mode, to be committed shortly). The way it only
removes exception specs from declarations if it also sees a definition, it
identified some dead declarations-w/o-definitions (that have been removed
manually) and some cases where a definition appeared in multiple include files
(which have also been cleaned up manually). There's also been cases of macro
paramters (that were used to abstract over exception specs) that have become
unused now (and been removed).
Furthermore, some code needed to be cleaned up manually
(avmedia/source/quicktime/ and connectivity/source/drivers/kab/), as I had no
configurations available that would actually build that code. Missing @throws
documentation has not been applied in such manual clean-up.

The issue of 362d4f0cd4e50111edfae9d30c90602c37ed65a2 "Explicitly mark
overriding destructors as 'virtual'" appears to no longer be a problem with
MSVC 2013.
(The little change in the rewriting code of compilerplugins/clang/override.cxx
was necessary to prevent an endless loop when adding "override" to
OOO_DLLPUBLIC_CHARTTOOLS virtual ~CloseableLifeTimeManager();
in chart2/source/inc/LifeTime.hxx, getting stuck in the leading
OOO_DLLPUBLIC_CHARTTOOLS macro. Can't remember what that
isAtEndOfImmediateMacroExpansion thing was originally necessary for, anyway.)
