rtl/string.hxx and rtl/ustring.hxx both unnecessarily #include <sal/log.hxx> (and don't make use of it themselves), but many other files happen to depend on it. Cleaned up some, but something like grep -FwL sal/log.hxx $(git grep -Elw \ 'SAL_INFO|SAL_INFO_IF|SAL_WARN|SAL_WARN_IF') -- \*.cxx) shows lots more files that potentially need fixing before the include can be removed from rtl/string.hxx and rtl/ustring.hxx. Moved portions from module i18npool, all of former i18nisolang1 library that now is i18nlangtag. Included are languagetag, isolang and mslangid. This i18nlangtag code is now even used by module comphelper, so disentangling i18npool and making this an own module was needed to not create circular module dependencies. SAL_UNUSED_PARAMETER (expanding to __attribute__ ((unused)) for GCC) is used to annotate legitimately unused parameters, so that static analysis tools can tell legitimately unused parameters from truly unnecessary ones. To that end, some patches for external modules are also added, that are only applied when compiling with GCC and add necessary __attribute__ ((unused)) in headers.
