...for LIBO_INTERNAL_ONLY. These had been missed by
1b43cceaea2084a0489db68cd0113508f34b6643 "Make many OUString functions take
std::u16string_view parameters" because they did not match the multi-overload
pattern that was addressed there, but they nevertheless benefit from being
changed just as well (witness e.g. the various resulting changes from copy() to
subView()).
This showed a conversion from OStringChar to std::string_view to be missing
(while the corresponding conversion form OUStringChar to std::u16string_view was
already present).
The improvement to loplugin:stringadd became necessary to fix

...and in turn add OUString::operator = and OUString::operator +=
overloads that take a std::u16string_view. Without making the ctors explicit,
the operator overloads would have caused ambiguities when called with raw
sal_Unicode pointers/non-const arrays, as those can convert to both OUString and
to std::u16string_view.
But the std::u16string_view operator overloads will generally be useful when
changing OUStringLiteral similarly to 4b9e440c51be3e40326bc90c33ae69885bfb51e4
"Turn OStringLiteral into a consteval'ed, static-refcound rtl_String", at which
point many existing uses of OUStringLiteral will be replaced with uses of
std::u16string_view.
Implementing this change turned up a need for an operator = overload for
OUStringNumber, which has thus been added. No such need turned up for a
corresponding operator += overload, but which can easily be added when the need
arises.
It also revealed that the operator == overloads between an OUString and a raw
sal_Unicode pointer/non-const array were implemented rather inefficiently,
creating a temporary OUString from the raw argument. Those have been improved.
Preceding commits have already taken care of many dubious or simply unnecessary
implicit uses of the now-explicit OUString ctors. This commit makes explicit
the few remaining reasonable uses. (And in some cases needed to change variable
initialization syntax from using parentheses to using curly braces, to avoid the
most vexing parse issue. And needed to explicitly add OUString ctors from
char16 const[2] string literal lvalues in a conditional expression in
writerfilter/source/ooxml/OOXMLFastContextHandler.cxx that are only necessary
because MSVC apparently still insists on doing array-to-pointer decay there.)
All of this only affects LIBO_INTERNAL_ONLY.

O[U]StringView had an odd mixture of uses. For one, it was used like
std::[u16]string_view, for which directly using the latter std types is clearly
the better alternative. For another, it was used in concatenation sequences,
when neither of the two leading terms were of our rtl string-related types.
For that second use case introduce O[U]String::Concat (as std::[u16]string_view
can obviously not be used, those not being one of our rtl string-related types).
Also, O[U]StringLiteral is occasionally used for this, but the planned changes
outlined in the 33ecd0d5c4fff9511a8436513936a3f7044a775a "Change OUStringLiteral
from char[] to char16_t[]" commit message will make that no longer work, so
O[U]String::Concat will be the preferred solution in such use cases going
forward, too.
O[U]StringView was also occasionally used to include O[U]StringBuffer values in
concatenation sequences, for which a more obvious alternative is to make
O[U]StringBuffer participate directly in the ToStringHelper/O[U]StringConcat
machinery.

This rewrites URI of a document opened from a WebDAV mapped UNC path
on Windows (like "file://server/DavWWWRoot/Dir/Doc.odt") into HTTP URI
(like "http://server/Dir/Doc.odt"). This allows using WebDAV protocol
for these files, and e.g. get information about other user who locked
the document to show when asking if open read-only or a copy.

The Linux-only conversion of file URLs with a non-empty (other than "localhost")
authority to smb URLs had been added in 2010 with
0b9ef81ba5ff08d85f21275222458a5b9b9e484c "tools-urlobj-smb-scheme-patch.diff:
migrated" (applying a Go-oo patch?) but giving no rationale beyond "process
relative SMB paths (in hyperlinks) correctly". That makes it hard to tell
whether that patch is (still) actively useful for anything, or was just a
misguided hack from the beginning:
* Why make this Linux only? What about other non-Windows OSs? (On Windows,
such URLs can be resolved as UNC pathnames.) If the reason for Linux-only was
that it is the only OS where LO can handle smb URLs via GIO, why not make it
conditional on ENABLE_GIO?
* Why map to smb? There are various remote file access protocols. Hardcoding
smb looks arbitrary here.
Anyway, INetURLObject is arguably at a wrong level for such a patch. To not
drop the hack wholesale, reimplement it in the file UCP, forwarding to a
potential other UCP that can handle smb URLs any file://<host>/... URLs
(rewritten as smb URLs) that the file UCP cannot handle itself.
(file://localhost/... URLs will already have been normalized to file:///... by
INetURLObject when they reach the file UCP, and even if they were not, the
osl/file.hxx functionality underlying fileaccess::TaskManager::getUnqFromUrl
knows how to handle them, so they will not take the forward-to-smb code branch.)
(The corresponding #ifdef WIN code from 0b9ef81ba5ff08d85f21275222458a5b9b9e484c
has already been removed with 82034b04e81b74a048595b0eac0f73581ecbc9e4
"tdf#119326 crash when adding "Windows Share" File resource".)
(I came across that 2010 patch while looking into
<https://bugs.documentfoundation.org/show_bug.cgi?id=107461> "Does not support
'file://' scheme with actual hostname". A next step would be to make the file
UCP actually handle any file://<host>/... URLs that denote the local host.)

...where "inline" (in its meaning of "this function can be defined in multiple
translation units") thus doesn't make much sense. (As discussed in
compilerplugins/clang/redundantinline.cxx, exempt such "static inline" functions
in include files for now.)
All the rewriting has been done automatically by the plugin, except for one
instance in sw/source/ui/frmdlg/column.cxx that used to involve an #if), plus
some subsequent solenv/clang-format/reformat-formatted-files.

where I converted
#ifdef WIN
to
#ifdef _WIN32
But that was already dead code at that point since we did not define
that preprocessor constant anywhere.

In Windows, filesystem redirectors can map WebDAV resources to UNC
paths, or to drive-based "local" paths; so a WebDAV URI of the form
"http://WebDADServer/root/directory/File.ext" may be accessed using
"\\WebDADServer\root\directory\File.ext" or "Z:\directory\File.ext".
When using these paths, failure to create a lockfile aside the opened
document should not be considered an error; so this patch checks for
this.

We have currently support for WebDAV schemes as vnd.sun.star.webdav://
but it is not user and tools friendly.
Some related refactoring in ucb to reuse existing code instead of
manual parsing of URLs.

aPath2.startsWith(aPath1) is not the same as
aPath1.compareTo(aPath2, nLength) == 0
if aPath1 is longer than aPath2 ...
The consequence was a broken Macro Security Trusted Location that never
matched.

There are apparently various places that want to check for a Unicode scalar
value rather than for a Unicode code point. Changed those uses of
rtl::isUnicodeCodePoint where that was obvious. (For changing
svtools/source/svrtf/svparser.cxx see 8e0fb74dc01927b60d8b868548ef8fe1d7a80ce3
"Revert 'svtools: HTML import: don't put lone surrogates in OUString'".) Other
uses of rtl::isUnicodeCodePoint might also want to use rtl::isUnicodeScalarValue
instead.
As a side effect, this change also introduces rtl::isSurrogate, which is useful
in a few places as well.
