osl::Mutex->std::mutex in SvtCommandOptions
Note that this only fixes part of the issue - specifically the part that
the original reporter described.
There is a further issue, not fixed here, which only happens on
Linux/GTK, where the messagebox dialog manages to end up behind the
About dialog, and consequently cannot be closed, which freezes the
program.

After commit 86c682273d907c77404637c89e584047de1c1099 (tdf#96401:
allow to detect a broken ZIP package, 2023-11-26) impl_openStream
is called from TypeDetection::impl_detectTypeFlatAndDeep for URIs
like ".component:Bibliography/View1". For some reasons, sometimes
GIO UCP tries to handle these URIs; failing that, it shows an
error message.
This started to fail UITest_writer_tests4 (specifically, test for

Strangely, this is inconsistent on Linux systems (shows on some
systems, but not on others).
Prevent this exiting from MediaDescriptor::impl_openStreamWithURL
early for these URIs.

Locales needs to be read again
in the Preferences/Writing Aids section and since
this is a network operation it can cause a problem.
Better to list all the supported locales in the xcu
and load it right away.

With the new options button we can keep the security infos upon save
such as (even if we set the remove personal infos):
- RedLine Info
- Document User Info
- Author and date of notes
- Document version infos
Also on the infobar, if we have a warning, clicking on the infobar button
the security option dialog will open where we can set/modify these options.

paths into a new TranslateId::getId. And demonstrate constexpr'ability by
making the aCategories var in OApplicationIconControl::Fill
(dbaccess/source/ui/app/AppIconControl.cxx) constexpr. (And there might be more
such cases that could now be made constexpr.)

Marks (combining and spacing) were incorrectly considered word separators,
because isLetterNumeric() matches only for letters and numbers.
The new isBase() matches any character with BASE_FORM character class, which covers letters, numbers, and marks.

Opening an odb file will mess up the pinned documents in the start center. To fix this issue, newly appended items will be moved to their correct position after their creation in the history vector.

Adds a flag that when enabled (opt-in for both old and new documents) changes behaviour of NBSP to not be strictly fixed width.
This commit also implements this behaviour such that NBSP has always the width of a standard space (0x20) on the given line. This change is only noticeable when the paragraph is justified.
Lastly a tilde or a degree character is now shown in place of NBSP when nonprintable characters are enabled, since the gray field alone is not visible in many circumstances.

Standardize on OUString, which is the main internal string class.
Convert from/to OUString only when communicating with respective
external APIs.
