While the VCL plugins are dynamically loaded and therefore just
load their depending toolkit libraries, the GStreamer avmedia
backend now links against Qt and GTK+. The GStreamer API itself
is toolkit agnostic and the toolkit setup just uses a single
GStreamer symbol to create the specific video sink.
So the toolkit binding can simply be moved into the VCL plugin.
At the point of the GStreamer toolkit setup call the GStreamer
library is loaded by avmediagst, so the dlsym lookup should
never fail.
I also dropped the special GtkWidget handling. Using g_object_get
will increase the refcount of the widget. A g_object_unref after
adding it to the container seems to destroy it correctly.

Building against libstdc++ effectively always requires -pthread anyway (as
various standard C++ headers require it, see the comment added to
solenv/gbuild/platform/unxgcc.mk), so many explicit uses of -pthread/-lpthread
can be removed.
Doing a (partial) test build on Linux with Clang -stdlib=libc++ suggests that
libc++ indeed doesn't need -pthread as libstdc++ does.
The remaining uses of -pthread/-lpthread are mostly in configure.ac for the
various BSDs (which somebody else might want to clean up now), and related to
external projects. I tried to be careful to remove -pthread/-lpthread from
makefiles only when C++ object files are involved (so -pthread will now be
included on the link command line by default).

This among others makes sure that the '-I'/'-isystem' compiler
flags for the gtk3 includes end up in the 'INCLUDE' section
in 'workdir/GbuildToJson/Library/libvclplug_gtk3lo.so' when
that file is generated by 'gbuildtojson'.
That file is used by 'gbuild-to-ide' to generate IDE-specific
config files.
Having the gtk3 headers in the 'INCLUDE' section makes sure that
the includes are properly taken into account when generating
the IDE-specific files, and the included files can thus
actually be found.
Also, there's no need to set '$$(INCLUDE)' via
'gb_Library_add_cxxflags', since the flags are already set via
'gb_Library_set_include', so drop the 'gb_Library_add_cxxflags'
part altogether.

it there where we don't have GL_BGRA support.

Moved portions from module i18npool, all of former i18nisolang1 library
that now is i18nlangtag. Included are languagetag, isolang and mslangid.
This i18nlangtag code is now even used by module comphelper, so
disentangling i18npool and making this an own module was needed to not
create circular module dependencies.

Naming convention for gbuild methods:
- "add" is used for stuff that is logically a part of the target
(i.e. not registered at the Module, but defined in the target's makefile)
- "use" is used for stuff that is logically a different target
(i.e. it is registered at the Module, has it's own makefile, may be
in a different module than the target)

It's too small to justify standalone existence.
We can accumulate i18n things we link to directly into
i18nutil and rework i18npool uno implementions in terms
of thin wrappers over i18nutil and prefer linking to
i18nutil internally and leave the uno forwarders for
use by external components and scripting
