The previously named "qtsvp5" and "qt5" render backends
are used for both, qt5 and qt6 since the qt6 VCL plugin
exists, so drop "5" from the name.

(*) Make all of it use a "Scoped" paradigm
(*) pass by value, no need to allocate on heap
(*) make all of the construction go via the *Access constructors, instead of it being some via the constructors and some via the Acquire*Access methods.
(*) take the Bitmap& by const& in the constructor, so we can avoid doing const_cast in random places.

(Second attempt at landing this)
Image formats and graphics APIs use alpha, not transparency,
so change our internal formats and data structures to work directly
with alpha, so we don't need to modify data before we push it to
graphics APIs.
Add a couple of new Color constants to make the intention
of the vcl code clearer.
Notes
(*) On macOS, tweaking the logic in CreateWithSalBitmapAndMask
to more accurately reflect the requirements of the
CGImageCreateWithMask function seems to fix some
tests.
(*) The vcl code does not properly support gradients
with transparency. So the previous code was wrong, and this
change is going to result in slightly different wrongness.

(b) There are two parameters (each with two states), but only really 2
possible overall states

...so that its TOOLS_WARN_EXCEPTION can be used in
comphelper/source/misc/logging.cxx in a follow-up commit. (And while at it,
rename from diangose_ex.h to the more appropriate diagnose_ex.hxx. The
comphelper module is sufficiently low-level for this immediate use case, so use
that at least for now; o3tl might be even more suitable but doesn't have a
Library until now. Also, for the immediate use case it would have sufficed to
only break DbgGetCaughtException, exceptionToString, TOOLS_WARN_EXCEPTION,
TOOLS_WARN_EXCEPTION_IF, and TOOLS_INFO_EXCEPTION out of
include/tools/diagnose_ex.h into an additional new
include/comphelper/diagnose_ex.hxx, but its probably easier overall to just move
the complete include file as is.)

The backend test unittest already needs some special handling (such
as not smooth-scaling in Skia backend when in HiDPI mode), but
graphics test were failing because the name of the unit test was
used for detecting whether to do special handling.

The basic idea is the same as the 'aqua' backend, simply set up
a scaling matrix for all drawing. That will take care of the basic
drawing everything twice as large, which is twice the resolution.
And then blit this data to the window, which expects data this way.
Converting back from backing surface needs explicit coordinate
conversions, and when converting to a bitmap the bitmap needs
to be scaled down in order to appear normally sized. Fortunately
I've already implemented delayed scaling, which means that if
the bitmap is drawn later again without any modifications, no
data would be lost (to be done in a follow-up commit).
Unittests occassionally need special handling, as such scaling
down to bitmap not being smoothed, because they expect exact
color values.

I have moved the header file to include/vcl/rendercontext as this will
eventually be part of the RenderContext split from OutputDevice.
State and associated enums have also been moved to the vcl namespace. I
have also moved ComplexTextLayoutFlags into the vcl::text namespace.

The change allowed to simplify many places where previously this API was
used, to avoid inefficient calculations (e.g., moving rectangle keeping

The results can now be downloaded as a zip file, which would
consist of the test log and all the resultant bitmap images produced
by the tests compressed as png stored in the user directory folder.

by just clicking on it - which would show them the resultant

This commit includes the implementation of graphics rendering tests
which would be automatically triggered at first installation or upgrades
of LibreOffice.
These tests check the graphic rendering interface of LibreOffice
by drawing and checking various graphical rendering tools (eg:. by
drawing lines, polygons etc.). After the successful completion of
tests, their results are stored in the user folder for future
reference.

Bit count for the image is a numeric value (sal_uInt16) but only
a handful of values make sense - namely 1,4,8,24 and 32. This
replaces the numeric value with an enum, which only accepts those
values and checks the correct values are used at compile time.
