Standardize on OUString, which is the main internal string class.
Convert from/to OUString only when communicating with respective
external APIs.
Removes about 200 conversions from the code.

this makes scrolling in calc smoother and makes left/up scrolling
the same speed as right/down scrolling, which was previously not the
case.
prior to this change, Window::HandleScrollCommand only checked each
event for being a large enough scroll to advance one unit. this
happened in lcl_HandleScrollHelper by way of o3tl::saturating_cast,
which meant that nonzero upward/leftward scrolls were always worth at
least one unit, while downward/rightward scrolls needed to be larger
than 1 to count.
now, we accumulate partial scroll offsets in WindowImpl and perform a
saturating cast on the absolute value, so behavior is symmetric and
sensitive to accumulated small scroll values. this feels smoother
and is more correct.

... and use it to remove a duplicate and simplify code.
Should mostly be a refactoring, which was mainly done by some
larger sed calls, except for the new API calls, which helped
shrinking some LOC. All data is also now private.
Originally two of the "replaced" "classes" had unsigned width
and height and one had signed. Noel pointed out, that during
calculations, the value might get negative temporarly, so this
now settles with signed values. Still the set size should never
be negative and this is enforced this way. Not sure that is what
Noel had in mind.
This also includes:
- rename WindowState => WindowData
- rename WindowStateMask => WindowDataMask
- rename WindowStateState => WindowState
- move WindowState and WindowDataMask to vcl/windowstate.hxx
- move WindowData(Mask) and WindowState into vcl namespace
- readability: replace or'ed WindowState enums with "meta" enums
+ add "meta" WindowState enums PosSize and PosSizeState

In tiled rendering case, each user has a View/Controller
object to interact with a unique document (Model) for
collaborating purposes. However, in the desktop case a
unique user has many View/Controller objects to handle a
unique document, so the user has only one global active focus,
capture and tracking window object.
In order to handle independent drag & drop for each user,
it is created ImplLOKHandleMouseEvent.

as part of a longer-term goal of doing our
widget rendering only inside a top-level render-
context.
I moved all of the OutputDevice-related code that existed in vcl::Window
into a new subclass of OutputDevice called WindowOutputDevice.
Notes for further work
(*) not sure why we are getting an 1x1 surface in
SvpSalGraphics::releaseCairoContext, but to fix it I clamp
the size there
(*) might have to dump VCLXDevice, and move it's code down into VCLXWindow and VCLXVirtualDevice
(*) can we remove use of VCLXDevice in other places, in favour of just talking to the VCL code?

One of the problems is that canvas apparently works only with windows,
but tests obviously need an offscreen surface. This patch moves
Window::GetCanvas() to OutputDevice, and makes vclcanvas capable
of working with OutputDevice classes that are not windows. Other
canvas implementations still don't work, but presumably at least
cairocanvas could be fixed too.
This commit adds a "simple" test that just draws a line and tries
to verify it's been drawn properly. Adding another test should
be a matter of basing it on this existing one, and then copy&pasting
the complicated UNO way of drawing using canvas from somewhere,
such as canvas/workben/canvasdemo.cxx.

After testing on client side, when showing
the Macro Selector Dialog its receive 5 times
the same data.
So add an option to not use the idle notifier
instead it will use the event 'WindowShow'.

it works on large quantities of results calc grinds to a complete halt

...with a boost::optional fallback for Xcode < 10 (as std::optional is only
available starting with Xcode 10 according to
<https://en.cppreference.com/w/cpp/compiler_support>, and our baseline for iOS
and macOS is still Xcode 9.3 according to README.md). And mechanically rewrite
all code to use o3tl::optional instead of boost::optional.
One immediate benefit is that disabling -Wmaybe-uninitialized for GCC as per
fed7c3deb3f4ec81f78967c2d7f3c4554398cb9d "Slience bogus
-Werror=maybe-uninitialized" should no longer be necessary (and whose check
happened to no longer trigger for GCC 10 trunk, even though that compiler would
still emit bogus -Wmaybe-uninitialized for uses of boost::optional under
--enable-optimized, which made me ponder whether this switch from
boost::optional to std::optional would be a useful thing to do; I keep that
configure.ac check for now, though, and will only remove it in a follow up
commit).
Another longer-term benefit is that the code is now already in good shape for an
eventual switch to std::optional (a switch we would have done anyway once we no
longer need to support Xcode < 10).
Only desktop/qa/desktop_lib/test_desktop_lib.cxx heavily uses
boost::property_tree::ptree::get_child_optional returning boost::optional, so
let it keep using boost::optional for now.
After a number of preceding commits have paved the way for this change, this
commit is completely mechanical, done with

It excludes some files where mention of boost::optional et al should apparently
not be changed (and the sub-repo directory stubs). It turned out that all uses
of boost::none across the code base were in combination with boost::optional, so
had all to be rewritten as o3tl::nullopt.

Now that it will be used by four VCL plugins, move its code into
the common VCL library. The none-XAccessibility, none-UNO version
used on Windows needs much more work to function with various
widgets (including some API refactoring IMHO).
(see ImplHandleSalSurroundingTextRequest and friends).

I have to use the other way to specify an a11y role, both are implemented in
the vcl parser, but in my gtk3-3.24.7 the role tag crashes the gtk parser,
while the other route works fine.
The CONTENT_FLOWS_TO accessibility relation is another additional complexity
over the norm
