The main idea was to move complexity from source (and Makefiles)
into configure.ac, because otherwise these must replicate the
"same" branching, often resulting in diversions. Better to keep
the logic in one place (configure.ac) and set additional variables
to be used directly by source code and Makefiles.
Notably this introduce the "using_*" platform flags, which should
be considered constants. There is USING_X11, which actually tells,
if the build uses the platform's X11 (and I opted for the removal
of HAVE_FEATURE_X11). I also consider variables constant, after
they have been exported by AC_SUBST, which should never be
conditional, or some AC_DEFINE set them for a config header.
A large block of defaults depends on $using_x11, so we set them to
the same value, but just if the platform doesn't set it.
The other important flag is $using_freetype_fontconfig, if the
platform uses freetype and fontconfig. The headless plugin uses
cairo for its drawing operations and freetype+fontconfig for text,
so $test_cairo = $using_freetype_fontconfig. This is independent
from a the cairo canvas!
The OpenGL X11 code now depends on USING_X11, but it doesn't yet
reflect the filter in Library_vcl.mk protecting glx. I don't know
how correct this glx filter is, seeing that the source code just
checked for "UNX - some non-X11 targets".

Bit count for the image is a numeric value (sal_uInt16) but only
a handful of values make sense - namely 1,4,8,24 and 32. This
replaces the numeric value with an enum, which only accepts those
values and checks the correct values are used at compile time.

Image formats and graphics APIs use alpha, not transparency,
so change our internal formats and data structures to work directly
with alpha, so we don't need to modify data before we push it to
graphics APIs.

because of the side effects
using a bare GtkGrid as m_pSocket in vcl/unx/gtk3/gtk3gtkobject.cxx
is perhaps a poor choice, getting its xid causes poor side effects
wrt events belonging to its child widgets getting delivered to
the SalFrame widget, so duplicate scrolling after showing a opengl
slide and/or showing a video and lots of flickering
we're (generally at least) not using the xid under gtk3 so don't set it
unless it's explicitly asked for. Happily the gtk Player::createPlayerWindow
doesn't use its arg[0] xid in any case, so don't bother setting it for
that backend.

...for LIBO_INTERNAL_ONLY. These had been missed by
1b43cceaea2084a0489db68cd0113508f34b6643 "Make many OUString functions take
std::u16string_view parameters" because they did not match the multi-overload
pattern that was addressed there, but they nevertheless benefit from being
changed just as well (witness e.g. the various resulting changes from copy() to
subView()).
This showed a conversion from OStringChar to std::string_view to be missing
(while the corresponding conversion form OUStringChar to std::u16string_view was
already present).
The improvement to loplugin:stringadd became necessary to fix

The VCL OpenGL backend code has been removed, so the settings
for it no longer make sense.
But there's still the code for detecting if OpenGL is broken,
and that one makes sense to keep. It turns out other OpenGL code
(such as slideshows) doesn't even use that, so turn this into
a new DisableOpenGL option, make OpenGL-related failsafe code
set and use that, and OpenGL code should use
OpenGLHelper::supportsOpenGL() to make sure OpenGL use is not blocked.

It is by now practically unmaintained, even bugreports in bugzilla
have been already closed for it. AFAICT this used to be really
used only on Windows, where it's no longer the default.
There's still some OpenGL code left, because there are still two
other places that use OpenGL. One is OpenGL slideshows, which
reuse some of the base OpenGL code (and I've checked they
still work even after this removal). Second one is OpenGL canvas,
which it seems has never been finished or enabled (or so it
most probably should be dumped too).

O[U]StringView had an odd mixture of uses. For one, it was used like
std::[u16]string_view, for which directly using the latter std types is clearly
the better alternative. For another, it was used in concatenation sequences,
when neither of the two leading terms were of our rtl string-related types.
For that second use case introduce O[U]String::Concat (as std::[u16]string_view
can obviously not be used, those not being one of our rtl string-related types).
Also, O[U]StringLiteral is occasionally used for this, but the planned changes
outlined in the 33ecd0d5c4fff9511a8436513936a3f7044a775a "Change OUStringLiteral
from char[] to char16_t[]" commit message will make that no longer work, so
O[U]String::Concat will be the preferred solution in such use cases going
forward, too.
O[U]StringView was also occasionally used to include O[U]StringBuffer values in
concatenation sequences, for which a more obvious alternative is to make
O[U]StringBuffer participate directly in the ToStringHelper/O[U]StringConcat
machinery.

The bug is most likely caused by some code checking only the OpenGL
setting and doing something, even though the Skia setting takes
precedence. So make sure VCL OpenGL is considered disabled if Skia
is enabled.
Since isVCLOpenGLEnabled() is called right before setting up
the X11 visual, which is normally needed by isVCLSkiaEnabled()
to get Vulkan info to check blacklisting, this also requires using
a temporary Skia Vulkan context using the default X11 visual
to avoid the dependency loop.

To be used also by Skia code to detect problems with Vulkan drivers.
The watchdog does not handle OpenCL because neither did the original
code, but also because OpenCLZone::hardDisable() called from it
would deadlock on SolarMutex for some reason.

Recent GCC 10 trunk in C++20 mode reports issues like

so look for a type that is more appropriate here (see the comment added to
vcl/inc/opengl/zone.hxx for details). (Though calls like

OpenGLWatchdogThread::execute are still not done atomically, of course.)

When SAL_USE_VCLPLUGIN=svp is used, LO is expected to render
output only to bitmaps, without real GUI windows. This adds an
enabler and a getter function to the Application class, so one
can query this information easy as (Enable|Is)BitmapRendering.
This can be used by all VCL plugins, which can't fall back to
the Cairo based SVP plugin, primary OSX and Win.
A working implementation should allow to run all test via SSH.
All window-requiring tests already have to set this requirement
using gb_CppunitTest_use_vcl_non_headless(_with_windows)? and
should be moved to a different make target, or we need some test
harness to handle this correctly, before VCL fails the test.

This fixes OSX "make debugrun" by dropping VCL_HIDE_WINDOWS
handling and removing the internal GetPseudoHeadless() API.
While at it moves the DialogCancelMode enum out of Application.
