The getter, 'AccObject::ifShouldDestroy',
was unused, so drop it.
The only place where the 'm_bShouldDestroy' member
was actually used was in 'AccObject::NotifyDestroy',
where it was assigned a value from a method param that
was then passed further right away, so there's no need to
store the value at all.

When handling a SELECTION_CHANGED_REMOVE event,
AccDescendantManagerEventListener previously emitted a corresponding
EVENT_OBJECT_SELECTIONREMOVE MSAA event with the removed child's ID
as a parameter, then deleted that child's accessibility object.
This resulted in the accessibility object no longer being available
if accessibility tools queried for the object just received in
the EVENT_OBJECT_SELECTIONREMOVE event.
As a consequence, no 'event_selectionRemove' would be triggered
for any table cell object on NVDA side, so an updated selection
would not be announced for that case.
To keep child objects available for such cases, don't delete the
corresponding object in the handler for the SELECTION_CHANGED_REMOVE
handler, but remember it for deletion and only do the actual deletion
once a subsequent different event is handled.
With this in place, the announcement for multiple selected cells in
Calc generally works with the NVDA screen reader and a pending
NVDA pull request [1] by Leonard de Ruijter in place
(s.a. discussion in NVDA issue [2] for more background
and further information).
(There are still cases where events in response
to selection changes are missing, as described e.g. in
tdf#118508 and tdf#118748, but those are not winaccessibility-specific
and it's the same when using the gtk3 VCL plugin with the Orca screen
reader on Linux.)

to keep finding the .hrc file uniform) so magic numbers can go away there

* remaining .res files are replaced by .mo files
* in .res/.ui-lang-zip files, the old scheme missing translations of strings
results in inserting the english original so something can be found, now the

"Dynamic Exception Specifications" for details.
Most changes have been done automatically by the rewriting loplugin:dynexcspec
(after enabling the rewriting mode, to be committed shortly). The way it only
removes exception specs from declarations if it also sees a definition, it
identified some dead declarations-w/o-definitions (that have been removed
manually) and some cases where a definition appeared in multiple include files
(which have also been cleaned up manually). There's also been cases of macro
paramters (that were used to abstract over exception specs) that have become
unused now (and been removed).
Furthermore, some code needed to be cleaned up manually
(avmedia/source/quicktime/ and connectivity/source/drivers/kab/), as I had no
configurations available that would actually build that code. Missing @throws
documentation has not been applied in such manual clean-up.

This is an alternative (to 732ec36edfd09d2091d70c4d71b5f182fe279c45)
solution to the "CoCreateInstance does not work" problem:
replace all CoCreateInstance calls with equivalent calls to create
the components directly.
Since the only reason why this COM stuff needs to be registered
at all is that AccObject uses CoCreateInstance() to create its
COM objects, another possible solution appears to be to simply link
the libraries and instantiate the COM objects directly, without COM.
The only difference appears to be that CoCreateInstance would
automatically add proxy objects in case the COM objects reside in a
single-threaded appartment; not sure if that is relevant here.
