    changed timers to idles

I'll try and keep the apparent original code intent
to have a shorter time out if there is known
pending work, but that there is much difference
between VCL_IDLE_PRIORITY_LOW of 100 and VCL_IDLE_PRIORITY_LOWEST of
400 in comparison with the original SC_IDLE_MAX of 3000
