The content of the help page on Restart Numbering has not changed since its initial check-in in 2004. + Add a "howtoget" section with access commands. * improve description of command that is embedded into "Bullets and Numbering bar" help. + Add two bullet points, one about how to remove "restart numbering", the other about how to start at a number different from 1. adjustments to changes made in e24e053c82ad4ee86dd7eb4e9490c9c62af2b291 and 48eee4cf96c555a986ec6b8836373eb15445ff9f In some cases, "outline" was incorrectly replaced with "chapter". These are reverted. And in a couple of cases the idea of "chapter level" was introduced incorrectly together with "outline level". This is also reverted.
