Subject: Partially resolving tdf#117954 and tdf#107230 - help page updating

Updating help for File - Properties - General

 - correct label on Digital Signatures
 - add missing "Save preview image with this document"
 - add missing explanation for "Save preview image with this document"
 - add <note> about exporting User Data to PDF
 - add <tip> about preventing generation of thumbnails
 - update to <h1>,<h2>
