2023-07-21	tdf#152992: for Impress/Draw add horizontal hit tolerance for quick text edit	Sarper Akdemir
	Implements horizontal hit tolerance for quick text edit in Impress & Draw making it more forgiving. Previously it was required to click exactly on the glyph to get a direct text cursor. Refactors hittestprocessor2d so that it now supports pseudo per axis hit tolerance. i.e. underlying isInEpsilonRange hit check is still the same utilizing the larger tolerance of the two per axis tolerance, but the preliminary check that uses aPolygonRange.grow() and later aPolygonRange.isInside() now filters hit misses out with respect to the per axis hit tolerance. Utilizes hittestprocessor2d's new per axis tolerance to introduce hit tolerance for quick text edit, making it similar to TextEdit mode hit tolerance which only has horizontal tolerance. Fixes wrong use of BoundRect hit to determine text frame border hits. Which previously only made sense for TextFrame borders, and was mostly useless for shapes with text inside. The 26 @svxcore@svx@ needed manual inspection to decide (in some cases, the chosen name in TOKENS was a too generic function name like Fill, in other cases it was the name of a class exported from one library but also mentioned in the arguments of a function exported from the other). And for sdr::table::SdrTableObj the class itself is defined in svxcore while the static member functions ExportAsRTF and ImportAsRTF are defined in svx. But MSVC does not allow to mark the class as SVXCORE_DLLPUBLIC and the two static member functions as SVX_DLLPLUBIC, so move the two functions out of the class. (There appears to be no real necessity that they were static member functions in the first place; they don't even need to be friends of the class. Nevertheless, this mixture of functionality from svxcore and svx in include/svx/svdotable.hxx may ask for follow-up clean up, one way or another.) 	For text layouted using EditEngine the HitTest in SVX is identifying Field like URLs. Thus ist is better to use the anyways more precise primitives for HitTest (rotation/shear/ mirror, ...). This was necessary since the former mechanism which used a combination of primitive-beased HitTest and then using an Outliner to get the position/content of the Field landed on different positions e.g. when the layout needed to use multiple lines for the contained URL, but there could be more cases found. Adapted the text decompositon, the primitive HitTest and the TextHirearchyFieldPrimitive2D accordingly.
